Microsoft had an issue where time zone changes didn't take effect until a manual change was made (applying any change and then changing it back is the workaround). Background:
The American and Canadian governments recently announced changes to the 2007 daylight savings transition date (i.e. the day where Americans and Canadians switch from Daylight Savings to Standard Time). Instead of being the last Sunday in March, the new transition date will be the second Sunday in March, which is Sunday, March 11th, 2007. The daylight savings time will end the first Sunday in November rather than the last Sunday in October, which is November 4th, 2007. Any application that relies on the use of time zone information, such as calendaring software, will be affected by the change to the daylight saving time transition.

GT Banner / JInitiator
With the impending changes to the U.S. Daylight Saving Time ( DST )
beginning in March 2007, we must make updates to GT Banner to support the
new time variations. A new version of JInitiator has to be deployed to all
machines accessing GT Banner by the 1st of March. We are making the
stand-alone binary available to all CSRs now, so that they can use their own
methods for deploying the software throughout their environments. The

The GT oracle calendar service (calendar.gatech.edu) has been patched as of 1/18/07, however, any calendar meetings which have been previously scheduled for the weeks of March 11th thru April 1st and October 28th thru November 4th should be manually deleted and re-added by calendar users, as these meetings will be one hour off. Meetings outside those dates will not be affected by the DST problems. Oracle has also recommended that calendar clients be patched, as many of these are also known to have DST problems.
