DRAFT of IT Community By Laws

This is a first attempt to flesh out a governance document so that the IT Community can have some structure independent of the people involved. This is where we begin to define ourselves, our mission, our scope, and our operation. I based this draft loosely on GTAAN, which is a successful grassroots group of academic advisors on campus.
